A RECORD OF SERVING PORTLAND 

City of Portland 

In her work at the city, Tiffani has consistently identified new ways to work across bureaus and break down silos. She has focused on creating policies and programs that address our City’s operational “needs” and align with our values.  Over the years, Tiffani has focused on the following:

  • Managing and expanding the internship and service learning opportunities for underserved youth ages 16-24

  • As the City’s first Supplier Diversity Officer, a role that Tiffani created, she spearheaded a city-wide effort to direct business technical assistance and access to city contracts to Minority, Women, and Veteran-owned small businesses

  • Investing in and supporting community-based organizations through the We Are Better Together program. Tiffani built new partnerships with bureaus to model a fiscally responsible way to provide sponsorships and enhance the city’s presence across Portland’s community

  • Collaborating with the Problem Solvers Network to deliver expedited services related to cleaning unsafe and unsanitary conditions and increasing safety across the city, addressing the acute needs of community members

As the People + Culture Manager, Tiffani is focused on living the City’s core values of transparency and fiscal responsibility by: 

  • Establishing city-wide goals and metrics to hold ourselves accountable

  • Improving the employee experience by providing training and resources required to improve service levels to our constituents

  • Preparing bureaus citywide through leadership and change management training to build a culture that effectively aligns the City’s core values with all budget allocations

Portland Community College

  • President Hire – As Board Chair, Tiffani oversaw the executive search and hired the college’s first Black Woman President of the College Dr. Adrien Bennings

  • 2022 Bond 26-224 – As Board Chair, she co-led a collaborative effort with community leaders to pass a $450 million Bond with 61% voter support. The voter-approved bond will support students regardless of zip code, background, or family circumstances. Funds will update technology and equipment to provide students with modern higher education and job training opportunities and upgrade classrooms and technology to offer more options for hybrid learning so that students can balance class schedules with transportation, jobs, and family responsibilities.

  • PCC Opportunity Center – Working with fellow board members and college staff, Tiffani helped open PCC’s new Opportunity Center located in the Zone 2 District Opportunity Center at 42nd Avenue | Opportunity Centers at PCC

    • This center will include 84 affordable housing units and a partnership with Home Forward, NAYA, and daycare services. 28 of the units will qualify for Section 8

    • Portland Clean Energy Benefits Fund donated $1million to the project

  • COVID Pandemic – As the Board’s Vice Chair, Tiffani co-led the college through the COVID Pandemic, approving COVID resources and Clinics at PCC sites to educate, inform, and provide access to vaccines for students and community members

  • Tiffani co-led the board approval of one-time stipends for staff to transfer to remote teaching. Stipends were allocated to pay for wifi and home office equipment

KairosPDX

  • As Board Chair, Tiffani co-led and approved the organizational redesign that created new positions and reporting structures

  • Tiffani led the board’s approval of the first Chief Executive Officer, Marsha Williams

  • Tiffani worked with board members and school leaders to lobby PPS for the use of the Humboldt School Building, which KairosPDX is currently located in

  • Together with the board and development staff, Tiffani helped to successfully deliver the 11th KairosPDX Gala, raising funding for the program upwards of $400K

  • 2023 KairosPDX is celebrating its tenth year as a learning organization
